If Sasuke is in hiding and he casts Sharingan Genjutsu on an enemy in a remote location, either after distracting one or tricking one he can place them under genjutsu to do his bidding or have them reveal intel and quietly off them or just knock them out and leave their body hidden.

It's just about impossible for him to fail landing his genjustu due to his Eternal Mangekyo Sharingan's incredible precognition.

And who says "Combat abilities are useless for stealth". What world do you live in? Laying down traps, causing distractions even causing structural damage if necessary is how Stealth missions are completed.

Also ninja kill Ninja. Sasuke's abilities are more quiet than Large explosive Rasengans. As long as his presence isn't discovered or known to anyone alive. It doesn't matter whether an enemy gets killed. Because the mission was carried out without discovery of the enemy ninja.

Naruto and Sasuke have the means to get closer without that.

Naruto has the added benefits of Sensing and mass clones.

Sasuke has the added benefit of sharingan and genjutsu.

Those are his only useful skills when it comes to stealth and reconnaissance.

-Human Path. Ability to take souls (kill) and gather all intel of the victim without making a sound if done properly.
-Ameno. Ability to teleport across a finite distance instantly and silently.
-Transformation Jutsu.
-Sensing. (Sasuke stated he could sense Naruto's chakra after he was captured by Momoshiki)
-Rinnegan Portal Tech. Can traverse long distances.
-Basic Ninja Skills.
-Clones to a very limited extent.
-Genjutsu. Ability to manipulate memories and gather intel and knock out enemies that happen to see him silently and quickly.
-Is already extremely fast, faster than any version of Naruto that isn't cloaked but without the flashiness Naruto's cloaked modes give him as you mentioned.

We have been telling you that he wouldn't be spotted. Sasuke needs to make Eye contact. The victim doesn't. Not to mention it's not as though the victim will have any recollection after anyways.
