In terms of espionage who is better Naruto or Sasuke?

You also seem to forget that Sasuke also has Shadow Clones and Transformation jutsus.

Naruto has used transformation jutsu and sexy jutsu fooling and surprising multiple dojutsu users like nagato and kaguya, both talented sensors. Sauce doesn't have as many feats as he does when it comes to fooling an opponent with said jutsus and adult Naruto is much more mature. He could easily infiltrate an entire country with everything from debris to a harem of women and no one would be none the wiser. He also has the reserves to do this for weeks at a minimum. Sauce can't compare in that aspect. At ALL.

Congratulations, Naruto has academy level abilities. What he doesn't have is instant teleportation, instant information gathering, and instant restraining of opposition.

Naruto's only skillset involves something every shinobi on earth can do, and you're comparing that to Sasuke's arsenal? Might as well compare Part 1 Konohamaru to Adult Sasuke then. Or better yet, just send in 12 year old Naruto since he's apparently had these tools for decades.
