I made a thread about it with evidence. Kishi is an author and like all successful authors he doesn't feel the need to spoon feed the reader with facts when he can leave his story open to interpretation, I just interpret what he has left open.

Spirit weapons are made of spirit energy, Hagormo has the ability to manifest spiritual energy with Yin release and Indra inherited that Yin power. There's more evidence suggesting it originally belonged to an Otsutsuki with strong Yin than a human with average chakrsa.
