Nope temaris is relative to available knowledge(decided jutsu at that time).
However with Yata's mirror it's clear it alters it's natures to match the properties of jutsu and nullifies jutsu. That's as clear as saying it solos everything(pretty much). fan doesn't have such hype or praise and has been seen to not do it. Whereas Yata's mirror is clear and has yet to be beaten.
