It's obvious who's better, and considering the fact that unlike Sasuke was to Naruto, Sarada clearly isn't the rival character for Boruto I think it's safe to say that the fact Boruto is better won't be changing. Don't need intelligence, perception to win a battle or formulate strategies to defeat your opponents tell that to Shikamaru, Shikidai and all the intellectual ones. Better tell that to Kakashi as well.

Databook 1 of Naruto is from chapter 1-108 and confirms by the time Haku died he had a speed stat of 4. And Sasuke by chapter 108 thw final stage of the Chunin exam had a speed stat of 3. Yet during his battle with Haku he matched his superior speed without his sharingan. And then kept up with an even faster Haku who used demonic ice mirrors while Sasuke's speed was still the same when he gained his sharingan. Sasuke's speed didn't go up but his perception and clarity increased allowing him to process information faster.
So he effectively neutralised Haku's speed while being slower.
Read from here onwards. Sasuke's speed at the time he faced Haku was likely a 2 -2.5 since by chapter 1p7 his speed was up at 3.
