Why the Senju weren't the strongest the entire time.

If the Senju were stronger than the Uchiha, Tobirama wouldn't have worried about another Madara arising and he wouldn't have considered Madara unstoppable in the manga. It's quite clear that the Senju were carried to the top by Hashirama and Tobirama became extremely worried once his brother was gone.

The Senju are considered the masters of every ninja art and yet the Uchiha are considered the same, hell their eyes copy everything as well. So here we have two manga instances where the Senju and Uchiha have the same specialty, and yet Tobirama considered Madara unstoppable. You would think that if the Senju as a clean really did have something over the Uchiha, Tobirama wouldn't have acted so brashly.

Hashirama was the powerhouse for the Senju like Madara was to Uchiha. No one was on Hashirama's and Madara's level that's why Tobirama was scared of another Madara being born and tried to move them out of Konoha. Besides it's already confirmed he's scared of Madara.

They are casual in the sense that they are not transmigrants and they don't have any bloodline limits that are inaccessible to other members of the clan. They also don't have any foreign chakara or DNA (meaning no stolen/gifted eyes, DNA, or chakara). In short:

The strongest amongst casual Uchihas would be the likes of Izuna, Itachi, and Shisui, where as the special Uchihas would be Madara, Obito and Sasuke.

For the Senju, the casual ones would basically be every known Senju other than Hashirama.
