Kumogakure is hidden in the clouds (not in the rivers). Sensors range starts from them then expands outwards. Then you have barrier teams and you have Bee who's confned to the village. He'd likely be given the duty of protecting the 2nd most valuable asset(Hinata). You keep your most prized possession in a place which is the most fortified (near the strongest guards etc/ near the raikage). Kumo isn't a fodder nation according to the data book they have 5/5 military strength. You don't get strength like that by being a fodder nation.

Jiraiya could never get close enough he'd take out any threats to his godson if he could. His spying on the Akatsuki would've been general the same for Orochimaru.
Jiraiya is a good character and best hope of konoha but the terrain itself is his downfall shortf coming unless your implying Jiraiya could solo the strongest miltary power in the nv. Konoha had 3/5 rating incase your wondering.

Jiraiya getting busted would've caused the war that would've wiped konoha out. With an alienated and isolated Uchiha clan it was game set and match.

How would barriers work when it won't be able to identify or detect Jiraiya's chakra. Sensor's range is not unlimited and again even if Bee is assigned to guard duty he won't know it till sensors detect Jiraiya which as explained they can't with his technique active. So again all the defenses are useless.

And cloud is not stupid to start war over Jiraiya being detected that is if he's detected. They already have what they want, starting a war would only give Konoha even more opportunities to rescue Hinata.

As I said, every village is connected through rivers and lakes and Jiraiya was successfully able to infiltrate hidden rain village through such a medium.
All the factors you mentioned comes into picture if he's detected which he won't be. So again he could reach her undetected and rescue.

At best they'd put a detection barrier which is useless against Jiraiya's technique and not a defensive barrier, only a retard would think that Kumo would put defensive barrier around his office and if they did I need scans.
Climbing the mountain may prove difficult but ninja's deal with adverse situations all the time. Its not a bid deal.
