Yes they would they were militarily weak at that time suffering huge casualties during the 3rd war and Minato was dead. Wicked eyed Fugaku and the Uchiha were isolated by the elders so the Uchiha wouldn't help. Konoha has 0 military might to challenge kumogakure at that time or the stomach for such a large scale conflict. They couldn't do anything really and kumogakure wouldn't surrender her without a fight.

Danzo may have tried a few tactics but the security level around Hinata would've been too much for even him.

It'd be a covert ops. And Konoha had expert infiltrators like Jiraiya. He alone can accomplish the entire mission if it comes to that. Then there is Danzo who'd want to prevent the cloud getting there hands on the byakugan so clearly Konoha has many options.
