Nope, Yin-Yang release is a KKG, it's combining two affinities into one jutsu and only Rikudou users can perform the feat. Tobirama knew about it cause Ashura passed down his knowledge of JuubiJin feats to his descendants.

Same goes with Hamura and the Hyuga, main branch has knowledge over certain things normal people aren't supposed to know. I.e : They are the only ones that know how to seal dojutsu similar to the seal used on Kaguya.
