I don't know man. I believe the ENTIRE shinobi world could defeat them from pure numbers possibly.

IT wrecked the planet due to Solo Glare but without that 1 shot capability I believe the world could give them a real fight.

The shinobi alliance survived Juubi's onslaught which was a lot more terrible than Naruto and Sasuke's VOTE 2 Output.

Naruto or sasuke alone can beat whole shinobi world by themselves. Just one meteor was hard for them. Naruto can multiple bijuu bombs and destroy lot of people.

Sasuke flys over each nation in PS, Firing large scale entons at the villages, If they some how managed to put it out, Sasuke would just land with PS and finnish off the remains.

Naruto does something similar but with Bijuu bombs or rasenshuriken variants.

Let's see. To make this thread worthwhile, Let's form the best team that can somehow offer a fight.

This is difficult so let's nerf Sasuke and Naruto by a bit. They won't go for the easy kill. They're on defense, just let them be.

Byakugou Sakura transfers her Chakra to Ino while Hinata helps direct it with her Byakugan thereby optimising Shintenshin (I like to push the best output of Shintenshin and play with how long it can suppress Sasuke). Naturally, other shinobi would act as diversion and fodders while the three kunoici perform their task from afar, protected by other shinobi who specializes in defense (Gaara, Barrier team, Karin's Adamantine Chains, Iwa's Earth Wall, Aburame Clan, Akimichi clan, Tenten's ultimate spam, Mei can perform wide scale Suiton and her KG to boost diversions). A whole lot of sensors would comprise this bunch and a lot of defense and tank shinobi. This team could target Sasuke.

The other team with Tsunade in the lead takes care of Naruto - Tsunade transfers her Byakugou chakra to Ohnoki for multi-scale Jinton (might be good for defending from BBs too). God this is awful. let's have lots of fodders to act as diversions. The main offense would go to powerhouse close combat users - Bee and Hachibi, Ay, Gai, Lee, Hiashi and the Hyuuga Clan, Inuzuka Clan, etc. They can deal with Naruto against all odds.

Wildcards worth mentioning are Kakashi (his Kamui is in critical demand; must stand by beside Tsunade or Sakura), The Nara Clan (if Shintenshin succeeds, The whole Nara could proceed with mobbed shadow binding so if Shintenshin ultimately fails, Sasuke can be restricted - that is if Susanoo is successfully disabled by boosted Shintenshin), Kabuto and Orochimaru, and their Edo Tensei feat (which would revive those who would fill the holes of the current Shinobi Force - Hashirama/Madara, nuff said + other Hokage, Uzumaki Clan for Sealing techniques, we need to seal Naruto and Sasuke, Akatsuki members like Kisame and Nagato, Itachi and Kakuzu, guys help me enumerate).

Everything I said won't be possible (heck it can hardly happen whatsoever) if Sasuke and Naruto moves first and the Shinobi Force is on the defense.

Bro if edo madara was able to do it (take down or shit thier pants all kages ) with one strike from his perfect susanoo then god mode naruto and sasuke can both solo it by themselves if ghey wanted too.

I dont think so. Entire shinobi world would put a better fight against them and there is a better possibilty that shinobi world can win. May be currently they have new technologies and scientifiic equipments for war. We also saw one of them in the last movie in Hidden cloud Village.

Naruto creates a bunch of clones using rasengan to open a hole to the center of the earth, Sasuke opens a portal to another dimension, Naruto fires the TSB through the hole and jumps into the Portal with Sasuke.

The Shinobi world actually stands a chance against them individually, but the 2 of them together will be an overkill.
If the shinobi world go in platoon after platoon, with them aiming at wearing them out, they might be able to pull it off, more against Sasuke than Naruto (cos Naruto has more chakra and can use sage mode instead of his own reserves). Currently they have people like Orochimaru, kabuto the kages, Bee and Lee.

Toss in a few dead non transmigrats and they might even be able to take the two of them.
