I wouldn't totally say it's confirmed. It is hinted. I still have prejudice that Naruto's bloodline affected Hinata's. It is undeniably Ootsutsuki related and might very well be from Hinata's end.

the fact that Toneri is the one that proclaimed its name likely means it is something exclusive to Hamura/Hyuga/Ootsutski
via either her learnt it from Hamura info or via is abilitiy to see into the future
regardless Kishi made it be Toneri who knows about the eye which means it is a similar situation like the LAST

I hope you're right. The amount of salt produced if the "weak Hinata" got a Byakugan power up would be unparalleled in the entirety of Naruto history. Would rival Madara getting one-shotted by BZ in the hilarity.

According to one of SP Staff, He explained a bit of the Jougan although he mentioned that the author didn't really think through as of right now its not fully planned out yet however he explained in a quote:
"The ability for example should be something like using Hinata's dojutsu and visualizes Naruto's ability to sense evil intent, and is related to Ootsusuki clan's different space dimension(?), best yall don't think too much of it, the writer probably didn't think of it through. But in the future it will be explained with more detail."
