Way to downplay the 'furries' that sailed on the ship of the pirate king and Whitebeard. Having strong ties with a country feared by marines and a policy of isolationism. Gave Bege a run for his money and were called monstrous by Luffy and Sanji. Besides they were relentlessly attacking day and night.
So that says a lot about Neko and Inu but even more about Jack who even got slapped by Zunisha and still wasn't technically 'beaten'.

Kaido is the guy who was defeated 7times and got captured God knows how many times. U can't say that it wasn't one on one so it doesn't count.
On the other hand Shanks is the guy who got his hat from Roger(which indicates Roger saw something in him).
He is main protagonist goal and he was never given any fancy titles like WSM, WSC, WGS etc. Even though he has fought with all of them.

It was already shown. Luffy told Shanks he will one day form his own crew and beat him and Shanks replied till u became a great pirate(which can be interpret as PK now) give me that hat back. This clearly indicates Shanks is Luffy's goal.

Luffy never told Shanks he'd defeat him. Their agreement was for Luffy to meet him again as a great pirate and return the hat. Nothing about fighting.

Sorry my bad Luffy said the one day he will find a crew which will be as strong as Shanks crew and he will become PK. Shanks gave his hat and told him to return him when he basically surpass him by becoming PK.
It shows he need to surpass Shank in order to return that hat which basically makes him his primary goal isn't it?
