That's because these days we have multiple scanlation groups who are well-informed about the series, but remember that OP's serialization started in the late '90. So there simply aren't many alternatives in regards to most of the earlier chapters. It's easier to stick to the existing versions than taking up the task redoing hundreds of old chapters.
