While in SM it give no such nerf unless the user is hella fatigued and lose SM which get cast from the sage mode onto their base form.

His FRS won't be able to breach it tho. Even if it did Sasuke would be unharmed as Susano'o protects him. His stamina play's a huge part with Sasuke's MS side effects and ish. But 2 FRS and Naruto is gg out of SM.

That's the interesting part, the way their powers scale you would have one who's power sits between two levels while the other remains a level above, and it would switch depending which stage of power level they're at.

example : MS Sasuke is somewhere between SM and BM and SM Naruto is between MS and EMS, on the other hand KCM Naruto is above MS and very close to EMS but it's not until they both have EMS and BSM that they're truly equal.

EMS is basically Indra's eye power, a Mangekyo that can't go blind and can be spammed and unlock a superior Susanoo. Without EMS the user only had a tiny ass portion of Indra's power, with EMS they have the majority eye power although still not the full, but Ashura incarnates don't have Ashura's full power either.
