Why doesn't Hanabi and Hinata have Tenseigan?

I mean Hinata was given Hamura chakra so with her Hyuga Byakugan and otsutsuki chakra wouldn't that have been eough to evolve her eyes from Byakugan to Tenseigan.

What about Hanabi Byakugan evolving into Tenseigan and then reverting back to Byakugan, how come the eyes reverted back to Byakugan? Why can't Hanabi access the Tenseigan even though it evolved?

We know that Toneri a otsutsuki with Hyuga Byakugan = Tenseigan
We know that Hamura evolved his Byakugan to Tenseigan somehow.

Only a member of the otsutsuki clan can awaken the tenseigan if he gets hyuga's byakugan.
and this isn't available to the hyugas

Anyway Hanabi should since her eyes have shown the ability of Tenseigan. As for Hinata she's fodder so her having one would be the arse pull of the century.
