That was more in terms of his thinking. If you look at his fights against Zaku and Kankuro, Shino if a VERY strategic fighter. Naruto was referring to the fact that, because he was bloodlusted and thus wasn't thinking rationally, he was unable to fight the way he normally does.

It has nothing to do with the fact that his bugs are very, very slow. That didn't change.

Lee, Kiba and Chouji are all stronger IMO. Kiba busted a meteor and has insane speed, tracking and destructive jutsu. Chouji held back Gedo Mazu and cleared the strongest battlefield with Kakuzu, Asuma and Neji's father. Lee has gates.

How are the bugs approaching through the debris and shock-waves if Shino can't? Even if they got into contact, they're too tiny to have any noticeable effect when their caster would literally look like an ant himself.

When did Kiba bust a meteor? I think he's stronger than Shino, mostly because of how damn slow Shino's bugs are, so they are certainly no match for Kiba's speed. But Choji's just a massive target for his Man Eater bugs tbh, super bad match up imo. Lee wins obviously.
