Oda is a big fan of the vikings & old fairy tails. Almost all fable references to OP is connected to Usopp(as in he's directly apart of the scene) & toss in Elbaf, which directly ties in with Usopp's dream.
Other than the boy who cried wolf, what other fable is tied to Usopp? (unless you consider Pinocchio's story a fable).

usopp's (who tells tall tales) name is inspired by the name aesop who iscredited to be the originator of aesop's fables, ie a colelction of fables (stories) from ancient greece ... if you can't get how Usopp's name was inspired and how the name of Elbaf is inspired than I can't help u
