This is more about Kaguya and Madara still being the most powerful in the universe.

A level Naruto and Sasuke will never reach.

Anyone in the top 10 can put up a fight against each other. That doesn't mean they'll win.

It's pretty decisive with Kaguya and Tree infused Madara as the only way to beat them is to seal them.

Naruto and Sasuke are strong but their limits are there and they are very much mortal.

With that being said I should probably put Madara above Hagoromo, but he's the originator of the seals and can 9/10 tag him in a fight.


This is a DOA list though.

Madara wasn't at full power.

We're talking about tree infused Madara who is immortal and can only be defeated via seals.

Adult Sasuke and Adult Naruto loses.


Hago can win because he has all the tools to combat him and his mother.


The top 3 spots are unquestionably stronger than Naruto and Sasuke.

Disregarding Momoshiki's placement on that list, I still agree with the title of this thread. They're still stronger but once that god seal touches their palm, everyone in that god tier list is running away. Boruto is fortunate enough to get his early
