I'd say that Madara has the most versatile arsenal, if we count Mokuton along with the Rinnegan abilities he revealed. His ability to use Genjutsu/Susano'o (and other Sharingan abilities) brings out the true potential of the Rinnegan, and he had other powers such as fire style and use of weapons.

Nagato got nerfed from the get by having his legs blown up. Thats the reason he even needed to use the six bodies. Naruto even stated that he was on another level when he fought the reanimation. It would be nice to see Sasuke able to use more Rinnegan techs.

Well supposedly, he was suppose to have all Nature affinities according to Jiraiya, but I agree feat-wise we didn't actually see them.
