Well for one nagato who wasn't the original owners of the eyes was said by jiraiya himself that the eyes unabled him to use all 5-6 elements while mastering all the jutsus he taught. So being the owner or not is irrelevant considering the fact that the rinnegan did all that for nagato.
Second, don't be so dense. Madara never did the same sets of jutsus as nagato. He never did shrina tensei, bansho tenin, asura flaming arrow/lasers, dead animal summonings, human path, hades summoning, none of that. So you lied here. All he did was gedo mazo and chibaku tensei and those are not the six pain powers as listed.
And lastly, Konan said a lot of things but she was referring to nagato as a rinnegan user and not anybody else. Just like how boss toad told naruto that senjutsu turns people into stone if they can't control the natural energy. Then the base went on a riot about dsm kabuto and sm hashirama being ablt to turn people to stone. You're doing the same with the rinnegan feats.
To also help you out here. The six path jutsus madara offered to obito are just jutsus that people with uchiha and senju kekkai genkai are capable of doing despite not having the rinnegan. Because nagato at the very time rinnegan, madara isn't teaching jutsus strictly from the rinnegan without obito and himself having the doujutsu to use it. That's why you're not gonna see madara teaching Obito how to use chibaku tensei, nagato has the eyes.

When did I call spamming Mokuton or Susano'o 'versatile'? I mean the Rinnegan unlocks the Path techniques, but that's really all he uses in combat. When I think versatile, I think of a ninja who uses elemental natures, has weapon-usage, KKG (if he/she has one), and Genjutsu/Taijutsu (either one).
For the most part, Nagato has the tools to be versatile. But when he started using the Rinnegan, he relied on the paths heavily to where he didn't need to use any of his other basic ninja skills.
He doesn't really use the Rinnegan to such lengths. Nagato pretty much spams all the Rinnegan path through his bodies, or if he is using his main body, uses all of them. But he never tried to master or learn any other subject bar: Paths.
What you described is variety, not versatility. There's a thin line yes but it is there. For instance, Naruto had no variety whatsoever for a long time because he only had kage bunshin and rasengan, but he was one of the most versatile fighters out there because he could use them in so many ways. Take the pain fight for example. He used a smoke bomb (for obvious reasons) and a D rank tansformation jutsu (to turn a clone into a fake rasenshuriken), and almost killed deva path like that.
Naruto also used shadow clone spam to stop a shinra tensei in the final moments of their battle whereas no one else had been able to counter the jutsu up until that point.
That is the definition of versatility right there. Just like Pein, who used six jutsu (six paths) in such a versatile way that he could counter every situation he found himself in. He even had pre selected formations that he took for when he lost a path or depending on how many paths he decided to use and you could see he had done many simulations to get those formations down.
Pein was definitely the most versatile fighter out there followed by Naruto. Did they have the most variety? Probably not, I mean you have people out there he can look at a technique once and copy it, people who've copied 1000 jutsus allegedly. So neither Pein or Naruto had the most variety, but by far they had the most versatility.
