Neji doesn't have to keep up with Sasuke as he has Kaiten. If Sasuke ever made an attempt to approach Neji in that speed he'd get thrown off, like so:

Same concept but kaiten is a defensive manoeuvre/shield made out of pure chakra and it is said that it can even tank chakra attacks. Unless, Sasuke has the ability to release tenketsu from his body he aint touching him nor is he stupid enough to approach him. Gaara was vulnerable because his defense is made out of sand and exposes a lot of area for an open attack. Sasuke is not fast enough to keep up with Neji's hand speed. and even if he can, Sasuke's speed is nothing that SRA Neji can't handle, and his Taijutsu is a shit tier compared to Neji. and in worst scenarios Neji can just block his punch by emitting chakra and spin to blast him. but I doubt that Rotation is even needed here, since I doubt a scenario like that would happen with a shitty Taijutsu skills

that Sasuke couldn't beat Neji during the prelims and the only thing Sasuke got in the finals since then was increased speed on Lee's lvl (upon which Neji could deal with as Lee could never beat Neji without gates) and Chidori. So Sasuke is outclassed in CQC and doesn't have much to put down Neji from long range either since Neji can counter/stop it so Sasuke will need Chidori to win. Unless Sasuke's Chidori goes up against an incomplete Kaiten, I doubt it'll get through so I'd favor Neji
