Haku wore a mask as a Rogue ninja, a ninja within a country wouldn't be allowed to wear one without being a member I would assume. Sai was an ANBU at a young age just like Araya seems to be. You have a fair point on that last one but it's more likely they just changed the way ANBU operates, elimanted the ROOT program and kept on.

Root is only a Konaha thing and seems it was abolished but it's possible that Araya might be anbu trained.

Well at this point we don't even know if any of them have biological relations but it would be cool if a Haku type character joined the new gen Genin. Also many of the kkg users of the mist migrated to different lands so it wouldn't be surprising to find an ice user as a sand nin.
