Itachi takes both scenarios.

Give him FTG and the result remains the same. Itachi simply has greater versatility and higher speed which lets him take this with relative ease.

it's again the same as minato with ftg vs MS itachi. They are equals like naruto and sasuke. Itachi was matched by kakashi in part 1 till itachi brought out MS. And again in part 2, itachi was matched by kakashi. Itachi is fast character just like kakashi and minato. Minato should at least be an equal to base kakashi in speed. And minato has sensing plus limited SM and reacted to v2 Ay, to which 3T sharingan can't btw. Heck even MS can't track him. Yes minato used ftg but he also flipped the kunai up at the precise moment, evidence enough that he was tracking Ay. So if he has superior reactions and at least equal speed, how is he losing in most likely taijutsu battle with little ninjutsu?

No he doesn't he can teleport but his reactions are terrible in comparison to Itachi
