Mikoto, because she tried to keep the family together through really tough times. The Clan was planning a coup, Itachi was drifting apart from the family, her husband was living a very stressful life and she tried her level best to be as kind as possible to all of them, as Sasuke was also going through his own troubles. And yet, she still tried to stich her family together, because this is what a good family member does; he/she tries their level best to mend the fractures. Gaara's and Naruto's mothers are a close second.
Hinata and Sakura are both a stinking heap of trash in this department. Sakura had daughter with someone who, to this day, has no interest in her and doesn't want anything to do with a second-rate family. And because of that, Sarada suffered. She never bothered to continue on with her Medic division duties and took loans and mooched on the leftovers of Uchiha money and literally destoryed Sasuke's home. She stands around all day and does nothing and still doesn't seem to find the time to go to Naruto's office and talk to the guy.
