He was by no means a bad Shinobi. While he was rash, emotional and short tempered he was still a smart, decisive man. Under his lead, Kumo became one of the most powerful hidden villages, arguably stronger than Konoha in Part I and maybe even start of Part II. He was also an extremely powerful Shinobi, extremely fast etc. He was groomed to be the Raikage since he was a kid and he did quite well if you ask me

The bold statement is a contradiction of what a great shinobi should be so yes he was a bad shinobi

Also you can't equate a Kage's strength to the village success

Tsunade was hokage at the time Konoha was the strongest village. That doesn't mean she powerful it just means she was lucky to be apart of it

Bee is a perfect Jin and most of the cloud ninjas have OP abilities. That has nothing to do with the Kage

Onoki and Mei both have extremely OP jutsu but their villages were super weak

That's an assumption. You're assuming he would have gotten past Sasuke's defences and harmed him enough to kill him. Sasuke clearly enhanced his defense after the Raikage's first strike, hence forming multiple spikes. During Naruto's RasenShuriken training, Yamato stated that changing the form of a nature element significantly enhances it.

That's somewhat true.

He knew Sasuke was a Sharingan user and underestimated his Genjutsu skill, even looking directly into his eyes at one point (Sasuke could have easily casted Genjutsu, but Kishimoto didn't have him do so), but seeing as how he told Darui & Shee to come with him, & specifically fought in unison with them, he clearly kept the other intel in mind. Darui has water to counter Sasuke's Fire, and Lightning to counter his Lightning whilst Shee is a medic Ninja who can heal their wounds, but they were certainly underestimating him despite having intel considering apart of their strategy was for Shee too use Genjutsu to distract Sasuke so they (the Raikage & Darui) could get close and land the finishing blows.

XD. Deidara was not stronger than Gaara. He simply out strategized him. Gaara had to defend his village and people in addition to fighting Deidara. Had they been away from the village Deidara would have died.

It's still Deidara's win of course. But he wasn't stronger than Gaara.

No it's not a contradiction, emotion and intelligence are different.
Naruto is a great Shinobi yet he is rash and emotional.
Many people are rash, emotional and very head strong people, doesn't mean they're a bad Shinobi.

I wasn't equating his strength to the villages success, I was equating his skill as a Shinobi and a Kage is what the OP is about. Oh and yes while you cannot correlate a Kage's strength to the strength of their village, that is not what I said. I said their skills as a Kage and Shinobi in which you can correlate to the success of their village. Tsunade was a great Kage, not because of her strength but her leadership qualities, decisiveness, intelligence etc. etc.

There has been multiple cases where he has shown his skills and abilities. When he has been provided with intel he has assessed the best way to go about it and come up with the best answer he can in the time frame. Something shown with his tactics against Minato and his fight against Sasuke by using Shee and Darui to counter and distract Sasuke.

I will admit that Ay was still acting risky and putting himself, Shee and Darui at risk but remember that Ay is a very emotional person and at that moment in time he was passed beyond belief because of what Sasuke had done to B. Ay wouldn't be thinking straight and he would've been enraged.

He was a good Kage, assessing the threat, finding a solution, not charging head in if it was stupid or if it could leave him vulnerable. This was shown briefly when Naruto and B left to the front lines which Ay vehemently protested against because of he knew that it was in the Allied Shinobi Forces best interest to keep Naruto and B safe. Only when he was spcertain of Naruto's strength did he let them leave and even then you could see he was reluctant

He only became Kage due to his Father.

Resorting to violence during a World leadership meeting:
Punching through Amaterasu
Blitzing a S/T user who would've killed him had he not had back up
Fighting a sharingan user ALL WRONG because he felt his abilities were better.

As I told the other guy. Having intel and refusing to use it properly is stupider than not having intel at all.

Irrational, wreckless and short tempered. Terrible traits for a shinobi and even worst for a Leader

As for your feats you spoke of I suggest you re-read them in the manga and you will see just how wreckless Ay really is

His father had the ultimate offense and defense and he even knew how to tactfully attack
