Hashirama's cells have never increased the power of anybody's jutsu. It's only given people better stamina, healing, and the ability to use mokuton.

If it can improve edo tensei and sharingan techniques I see no reason why it can't improve other ninjutsu.

The cells has been shown to improved user techniques, that can apply to obito's katon as well.
-improved izanagi time
-improved koto cooldown time
- improved edo tensei bind
- improved mangekyou by decreasing blindness limit (not confirmed but likely)
- improved chakra levels (which goes hand in hand with stronger jutsus)

do you think obito can use massive katon's only becoz of hashirama's cells or he can use that without it too

Hashirama's cells have never boosted Ninjutsu's power so yeah, Obito should be able to use that Katon without them.

So is some of his ems feats carries over to 3tomoe as well? like faster shunshin that puts him above itachi and his feints?

Yes. That and his Chidori variants and Kirin.

Appearently I'm wrong, I guess extending the effectiveness of dojutsu doesn't imply strengthening ninjutsu.
- raised chakra levels promotes ninjutsu, that's how cs2 sasuke handled itachi's fireball

Eh no.uchiha's can perform izanagi on cost of sharingan but adding both senju dna makes it complete or to make it reach its full potential since its basically application of COAT [

danzo's was unable to control hashirama's cells thus his izanagi was incomplete [

yes becoz of the stamina granted to him by hashirama's cells.we have already seen obito using kamui multiple times unlike sasuke and itachi who ms techs drained them after few usage

maybe becoz it allows to suppress chakra.It has already shown ability to suppress bijuu and jinchuriki chakra so yeah it will obviously help the edo tensei binding

maybe becoz it gives user hashirama's healing factor.we have seen danzo using shishui's mangekyo for more than a decade without any blindness or backlash

- improved chakra levels (which goes hand in hand with stronger jutsus)

we know it increases stamina but that doesn't mean your jutsu gets a boost
