Though if the distance is far or mid range, I see Jiraiya fodderizing Mifine as he can basically overwhelm him. Mifune has nothing in his constrained weapons store to battle a Boss Summon, he sufficiently experienced difficulty with little one like Ibuse. Not that he needs a Boss Summon here. Rasengan doesn't require any handseals, and is a reasonable choice. Ranjishigami ought to be sufficient to kill him, regardless of the possibility that it doesn't it ought to purchase enough time to preform Hari Jizo, rendering his Iaido futile. Jiraiya's in a different league. He takes this without much trouble in base imo

I'd say that this depends on the distance, if Mifune is close enough then he can keep up the pressure and prevent Jiraiya from using Ninjutsu and then he'd cut down Jiraiya but if the distance is large enough then Jiraiya can keep Mifune at bay and overwhelm him
