I was thinking the same way as you guys at first.. but then I realized that the actual story itself starts with Luffy as a kid.. that's how the story begins.. then it does a timeskip to Luffy leaving his hometown and starting his adventure.. (first time skip)There's only been one skip in OP so far. The 2 year break after MF.
