Give Kaguya a developed plot, not just "i want all the chakras". Have her be a Goddess who judges humanity and intends to start a calamity to restart the world, unless her descendants, can find prove their worth.

they did give kaguya development in the anime

Kaguya would be fine as a final villain if she got the right build up (I mean she is the God of chakra) , instead she appeared before 22 chapters before the end of the manga , which is really lame
