He never dodged the laser, it's as the other guy said he was reading Madara's head movement to dodge it. It's no different to dodging a sword, what you're saying is anyone that can dodge the swing of a lightsaber is faster than the speed of light even though the saber itself isn't being swung at the speed of light..

In addition, Naruto was able to dodge Madara because of his sensing feats, he knew an attack was coming before it even started because he can sense a person's intent as well as their chakra build up.
