Why would reacting to V2 Bee even place Kisame close to Itachi when Itachi has out-sped people easily faster than V2 Bee? Mustering a minor reaction against V2 Bee doesn't even come close to what Itachi accomplished, hardly.

Nagato's more reactive than any form of Bee and possesses techniques that can be manifested nigh instantaneously yet still fell victim to Itachi, failing to elicit a mental response before being blindsided.

Can Kisame accomplish the same feat? Can Kisame even come close to puzzling Kabuto with his speed the way Itachi did? Can Kisame's speed even blitz Sharingan Users?

Not even close. He's severely outclassed in speed and the Databook supports that notion. You have nothing to stand on at all other than your own bias for Kisame.
