Sasuke never bought into Oro's temptation, he was used- likely from day 1. Oro marking him as his property with the curse mark is territorial but hardly manipulative.

Obito had the mist and played on Sasuke's pure hatred. The second he told the Itachi story and 'aimed him at' (his words) the Kage Summit was the second he had him in the palm of his hand (Until EMS)

Oro had him for longer, Obito had him more personally.

Itachi wins this category.

Oro, no question. Obito manipulated a lot of people, but damn was it easy for him. Oro did everything he did just by being manipulative for the most part, obito did pretty much everything he did through genjutsu
