Madara wins. Itachi best cqc feat is combating KM Naruto which isn't impressive. Blind Madara nearly blitzed SM Naruto this alone would imply that he's faster than v1 3rd Raikage and there's no way Itachi can win a cqc fight with someone faster than a v1 Raikage without his sharingan.
