Sasuke uses negligible amounts of chakra to manipulate the shape of the natural lightning already present in the clouds and redirect it towards his target, hence why it's nowhere near the level of skill required to create a Rasenshuriken as the latter makes extreme use of both transformations, while Kirin only uses one.

Amount of chakra does not necessarily reflect the power of a jutsu, especially in Naruto's case because he's terrible at chakra control... it's just Sasuke is far better at Chakra control, as noted by Kakashi (in Part I, IIRC).

naruto and sasuke had similar chakra control in vote 1. (when they were climbing trees) plus as soon as naruto gained control of kurama he had nothing interfering with his own chakra and could thus control chakra perfectly
