After pain's invasion there was a lot of rebuilding and her known teacher (Tsunade) was in a coma. Not long after, preparations for the world war begins so i'm not sure there was any chance in between her showing with Karui and Omoi and the war beginning for her to undergo intense training to bring her taijutsu stat up to a solid 4?
And more chakra =/= better taijutsu skills.

Shin managed to get a total of two weapons on her left arm, how does that prove he can completely shut her down fast enough to win here considering his eye powers were already growing weak (Sakura canonically needed to be saved. There's a manga statement that states his eyes were getting weaker. It's manga canon that MS users get blind as they keep on using it and that it takes a lot of chakra to use. You're right about telekinesis but Shin threw a straight forward shuriken at that point so your argument is that she couldn't dodge what was already coming at her. If anything due to Shin being able to manipulate the shuriken's trajectory, it would be in Sakura's best interest to dodge at the last second because with a preemptive dodge, Shin would simply be able to curve it around behind her. Sakura getting hit by two projectiles off panel proves what again? She started with no intel on Shin's abilities and despite that, managed to block the attack using a non vital limb.Yeah, because of eye strain.
