Fastest shinobi alive? Naruto,Gai,Sasuke,Tobirama,Hashirama,Minato are all faster than Ei and i didn't even mention Rikudo chars. Doesn't matter he can't cover the width of the Uchiha hideout in 1/1000 of a second so he dies it's that simple.

I'm not sure what the issue is.

Deva Path's cool-down of 5 seconds was considered to be minuscule in general, so Raikage requiring 3 seconds to utilize his max speed isn't necessarily ridiculous, especially when we include the fact that he has to gather tremendous amounts of chakra in order to use it.
