Minato is the fastest Shinobi because of Hiraishin. Fact. So the DB agrees with me and you have no point. C's statement isn't invalid because you want it to be. Not how it works son. Minato doesn't need to be as fast as Raikage physically to be faster than him as Minato teleports, Raikage does not teleport. Ay is stated to have equal reflexes to Minato w/o Raiton enhancement. B reacted to Minato's attack w/ a tentacle and managed to intercept him. The "he was out of the battle excuse" only holds so much weight. :lol

I've already explained why exactly Ay couldn't counter attack. Minato was almost literally on his back AND Ay was in mid attack.

If you had analyzed the Databook thoroughly, you'd have known that Minato only surpassed Raikage because of Hiraishin. Minato having the reaction speed to contend with Raikage in the mental aspect doesn't imply he can do so in the physical aspect. I don't even understand the logic in the first place considering physical reaction speed incorporates both the electric signals being transmitted through the brain (which causes mental perception) with the aforementioned signal later being sent throughout the body.

In simplest terms, mentally reacting to someone does not imply you can react to them physically and everything within the manga contradicts your belief. You can oppose C's statement if you'd like, but you'd be ignoring authorial intent as a result. Every statement the author provides has a purpose which in this scenario, was to highlight Raikage's supreme speed which aligns perfectly to the context of the presented situation: Raikage being ridiculously fast.
