This is debatable though, as kg said movement does not equal reflexes. Ay reacted pretty quick to minatos ftg as evidenced by him turning his head, but ay was still rushing in v1 so he couldn't move to dodge or block, but he did react so to speak

It is debatable you are right they are in Par according to Cee, but Minato won that scuffle as soon as he dodged Ays fastest punch abd tagged him.

Canon says that their reflexes are on par with each other. It took Reflexes to react to Ay. Minato does it no problem and duped Raikage in his Raiton cloak which raikage uses to augment his reaction time/reflexes.

Of course Raikage can move faster because of the cloak. Minato on the other hand cannot respond with bodily reflexes to dodge. He flys to another shuriken to do that.

So to be clear I am talking about Minato's reaction time which still counts as reflexes.

Although, you are right about Raikages overall reflexes with taijutsu and such its only natural due to Raiton Cloak.

Db never said that. V2 makes him faster but not faster than FTG.

The Raiton Aura makes his reaction time rival minato's. When he activates to V2 his speed grows. But Minato is well capable of reacting to V2 according yo Raikage himself.
