Guy far surpasses them all having displayed the speed feat of kicking up air, and distorting space (even though he is surrounded by chakra, it is still footspeed as he is seen running).

Rinnegan Sasuke, RSM Naruto, and Kinshiki should all be in the same general tier underneath Guy.

I know 3rd raikage is last. I just put him there so it could be 10 characters.

Also Kinshiki was pretty much matching adult Sasuke in speed in the Boruto movie and Toneri was was on par with KCSM ( I think Naruto has so many damn modes ) Naruto in the last.

Smh. His attack did that because of the power he strikes no faster hence the reason Madara was able to put up his hands and keep track of him.

Even if she was weakened, she is still one of the fastest chars in the manga
If naruto can blitz her weakened self through sheer speed then he's easily at the top

Gai is the only1 to use foot speed without some kind of s/t or teleporting.. All in this list use chakra to move the way they do but Gai doesn't use chakra he uses his physical strength an raw energy which is why I think he was probably able to touch Madz TSB with out being hurt or effected.
