Rank these characters in terms of foot speed

Gai is the only1 to use foot speed without some kind of s/t or teleporting.. All in this list use chakra to move the way they do but Gai doesn't use chakra he uses his physical strength an raw energy which is why I think he was probably able to touch Madz TSB with out being hurt or effected.

Why everybody gotta be so technical. I just want people's opinion on the fastest to slowest on this list. It can be shunshin and I know Toneri probably doesn't even run on his feet but you get the idea.

It's cool. I already know 8 gates Gai has the fastest foot speed I was just curious about where people would rank the other characters and some people don't even put Gai at #1 so I'm just curious thats all.

Meh, he pretty much made her use ameno but i get the point.

Even if she was weakened, she is still one of the fastest chars in the manga
If naruto can blitz her weakened self through sheer speed then he's easily at the top

So, what about a non weakened kaguya then? no changes?

The only feat that people have of Sasukes shunshin is him cutting down Madara
But that wasn't a blitz in any shape or form

Him having reactions on par with naruto doesn't mean his flicker is of the same speed

3. Kaguya - evaded Sasukes ameno strike on foot
4. Jin Madara - juubi Jin flash shunshin, easily above double kamui as implied

7. V2 Ay
8. Adult sasuke - is equal to naruto in reflexes and all sort of movements bar Shunshin
And no feat suggests he could flicker as fast as naruto, which is why not enough evidence to put him that high
