Lol Naruto can just use Sage mode and genjutsu affect five senses it does nothing to his sensing not counting fact that Naruto can fight with closed eyes in SM.
And In SM is Naruto much stronger than Sasuke, Naruto can throw ****ing Kurama who is big as mountains which is several thousands tons. That is massive strenght which Sasuke cannot match. Hell in sage mode Naruto could probably tank most Sasuke attacks.

His Genjutsu takes a long time to prep. It's useless against any quick opponent.

Well, he'll have to catch Sasuke first. Yeah, piercing attacks cannot be tanked as we saw through SM Madara. Also, he isn't tanking Chidori.

A low-level Kage is Mei or Hiruzen. Someone without special battle traits and/or ninjutsu that the capability of being "decisive blows" against the high-tiered at least, so Hebi definitely qualifies to be low-Kage level at least, if not mid-low.

OT: Hebi Sasuke hasn't the ninjutsu to contend with Pein's high-level jutsu like CT. He's clever and resourceful enough to last sometime, but he'll always been on the back foot, and that'll eventually see him overwhelmed.

Hebi Sasuke being> Pain sounds like the kind of delusion that comes from Saucebase. Pain was basically at or slightly under the cutoff point of demigod lvl. A Hebi Sasuke using Orochimaru's abilities couldn't even kill a sick Itachi that threw him a bone.

SM makes you immune to Genjutsu? Oh, that's why Kabuto stupidly had his lids closed the whole time. What a fool.

And Sasuke has Sharingan Pre-Cog. Don't really see a point to this. Frog Kata is literally useless unless the opponent is not about 2 inchs away. It basically releases an extra burst of Senjutsu to increase the impact. For Frog Kata to work, Naruto will have to launch an attack in an extreme close proximity to Sasuke, which is never happening as Sasuke is simply much faster.

FRS is a slow Jutsu, which every path dodged. Only one fell in and that too because he threw the other one out. Pein dodged and stabbed two Naruto clones and then Dodged FRS. When Pein is far from the fastest guy in the manga. Sasuke will dodge FRS without breaking a sweat.

What's so special about Jiraiya? His performance against the paths was appaling.
