Well this is pretty much obvious although you are underestimating itachi. His analytical skills are 2nd to none. Though he'd lose this battle but not easily.
I'm not underestimating Itachi, i just feel like he's being overestimated.
I think it was stated in Ay vs sasuke that MS is useless against speedsters referring to genjutsu and amaterasu. Since none of them knew about susano other than ohnoki who sasuke fought later. And the reason was that the chakra build up that is required for said jutsus give them away as if minato senses a chakra build up, he can teleport away before attack lands be it genjutsu or amaterasu. And minato evaded amaterasu canonically even after being hit by it in fight against jubito. So amaterasu is not an issue for him. This is just a theory though based on statements from manga.
Even madara had to catch Ay and hold him before he could put him in genjutsu but that's not important, more important is Ay's comment. "of all people for me to fall prey to sharingan's illusions" obviously he didn't expect to fall for genjutsu with his speed. And as for reflexes, minato's reflexes are on par with v2 Ay. I think cee stated that in fight against sasuke as well.

FTG isn't faster than genjutsu. Unless you give Minato intel he's going to lose to genjutsu. The moment he looks into Itachi's eyes it's over.
Genjutsu needs a stationary target, hence the reason why Shee was caught by Sasuke's genjutsu, because he let his guard down. If genjutsu was effective use, as my friend Oblivionx pointed it out, Sasuke would've used it on Ay. You see, Amaterasu is also see on sight technique, where flames are created on sight but ay dodged it like it was nothing. With that as a base, we can conclude that amaterasu & tsukuyomi have the same timing.

But Itachi is also a better strategist than Minato is/was. So a battle of wits Minato loses.
Also minatoMinato never avoided eye contact with a Sharingan user teen Obito he looked dead in his eyes vs JJ Obito did the same. Even vs Madara but luckily he had Rinnegan.
Itachi used Tsukuyomi but the stress he had was because Sasuke broke it. If it's successful it won't be any stress just eye strain. Also Amaterasu Minato need to be in his sensory mode to sense it otherwise it'll be gg for him with just that unless his reflexes is on par with V2 Ay.
No, you're misunderstanding. As i've stated before- minato concluded that battle with obtio was a matter of speed. If you're moving at a fast pace, what use would a genjutsu offer with all the movement ? The genjutsu affect the cerebral cortex of a shinobi, so you really need to look them in the eyes if you're going to put them under it, or any other ways. But in this case, Minato is a speed demon, so he can just move swiftly to avoid it, or just use shadow clone as a diversion and then ambush Itachi who is concentrating on putting the shadow clone on genjutsu. And again, when you're dealing with tsukuyomi, the side effects are too risky not to be ignored.
