Indra inherited his father's power Chakra; it's either just as powerful as 9 Biju's or possibly stronger. I'm not going speculate its potency. All we know Sasuke needed 9 Biju's Chakra (only portions, btw) to use such an attack, whereas Indra didn't need all that because he naturally has Hagoromo's own Chakra in his genes. Oh yeah, Sasuke doesn't have 1/2 of Hagoromo's Chakra, so you can forget about that. Indra's Chakra is much larger and much more powerful than Sasuke's. He was only 2 generations after Kaguya, meaning his Chakra was closer to her's than his predecessor, Sasuke, who inherited centuries worth of devolved Chakra.
His Rinnegan is weaker and that's that. He couldn't absorb Momoshiki's Ninjutsu, and didn't even regenerate his arm at a fight he considers greater than Kaguya's. Lmao. Plot excuses ain't helping you here.
