No it's not because Chakra builds upon each other just because chakra is inferior does not mean it will ad on power so you have no point. Kaguya would gain more chakra from absorbing all the worlds chakra which is clearly inferior to her own especially when her chakra makes a juubi jin like Madara bubble up like a pumpkin just from trying to contain it.
