S2: Jiraiya is SM, Tsunade has Ninpō Sōzō Saisei: Byakugō no Jutsu activated and little slugs on her, J and O's shoulders. Orochimaru has Manda II. Samehada is infused with Kisame. Rasa has a lot of gold dust and Gaara's moveset.

If you think that Kisame and Rasa get stomped in BOTH scenarios, add Edo Sasori to their team.

Manda solos Kisame and Rasa? Considering I gave Rasa Gaara's movesets, Rasa can seal Manda the same way Gaara attempted to seal Madara, only more effectively, considering gold dust is heavier. There is also sand coffin (using gold dust) for Gambunta and Kisame can handle Katsuya. Kisame and Rasa can handle S1

Water dome only works against 1 opponent, it can only follow only 1 sannin while other 2 can leave. Btw Oro and J man can leave WD easily.

Sannin stomps, remove Tsunade and i will still go with Sannin.

Rasa isn't completely useless either. Especially when I gave him all of Gaara's movesets, whoch include sand tsunami, sand coffin and sand burial (only with gold dust instead). While those movesets aren't canon for Rasa, it isn't far'fetched to think him capable of using those moves with his gold dust. Also, giving him Gaara's moveset was necessary because he lacks actual movesets.
