Why not? Suspended in air, they aren't comin' close to to him unless they have a fast long range attack that isn't linear and predictable enough to be avoided with ease. Gold dust is, of course, heavier and stronger than regular sand. Sand Tsunami and Sand Burial using gold dust can handle the summonings with ease. Not to mention the pyrimad sealing technique Gaara used against Madara. With gold dust, that technique is 20x heavier and stronger than when gaara used it. Not to mention Manda, Katsuya and Gamabunta don't have nearly as much strength to break out of that technique as Madara's susano'o did.

,. Then there's the frog sound genjutsu which would also catch him if he goes air born. Sand Tsunami and evaded and it's never going to put down something as durable as Manda nor could it restrict it.

Gaara's pyrimad is weak. Manda easily breaks out of it. Jiraiya and his toad summonings are to mobile to ever get caught by it only summoning that will be caught is Katsuya and her Acid should be able to melt through it. Bold based from what?

Counters for Water Dome?

Not really much to say but we can start with the fact that Kisame won't be using water dome while he has a partner here. Asides that, Toads attacks are Senjutsu based and Jiraiya in the scenario where Senjutsu is allowed is a terrible matchup for Kisame. Not to mention one can reside inside the mouth for defense

with there being other toads here. If that's not plausible, then we have Orochimaruo who can summon Manda. Snakes can move fast in water "Something is approaching fast at high speed" "Not human"

Mm. I'm still skeptical about Rasa being useless when he has Gaara's movesets. With that, he and Kisame should be able to take S1.
