Gaara can win scenario one if CT is restricted.

In this match up, Using CST would actually be a bad idea for pain as Gaara has a very high possibility of surviving it and the cooldown would definitely work against him.

The hokage monument was in the inner most layer of the craters formed from the CST but wasn't even scratched. Sturdy structures can withstand it's destructive effect and the sand shield is very much able to make itself sturdy. Even if it blows the sand away (and I doubt that) it would have absorbed most of the force directed in Gaara's direction.

- I'm not sure if Bansho Tein can be used from 100m out but even if it's used...Gaara simply uses his sand to stop/halt himself.

and we can see the chain isn't even affected by the pull.

Gaara simply halts himself..then launches a sand attack towards Deva who then stops his pull to counter.
Either that or as he's being pulled, Gaara launches a sand attack towards Deva at the same time and since sand can't be absorbed, he'll be forced to cancel the pull to deal with the sand.

- Preta is useless as Gaara can still manipulate sand irrespective of chakra being in it or not.
- Nothing to suggest Asura paths missiles will breach sand shield.

With CT restricted, Gaara wins against Pain mid diff imo. I say mid diff because without intel, the first paths he takes out get resurrected and he starts over..except the first path he takes out is the path that resurrects the others.
