Its some village from random filler in Normal Naruto Series , and as i remember those are the retards that are gaining power from the meteor that fell on their village long ago.They have some strange summoning ability that they can fly with i think.
I dont know why u care who is strongest in that village since its not important at all coz its from filler arc , and no1 from that village was strong at all.
I cant give u an answer since i dont remember and since its stupid question as hell.
