Rasengan or Chidori ?

Was the rasengan a haxed out jutsu from the beginning ?

From what I know it does not require a hand seal to do it. So, basically a rasengan user is from the bare start in the advantage position since he doesn't have to lose time with hand seals.

Also, what about chidori ?

Well the rasengan isn't a simple jutsu create because it complex shape manipulation that makes it, the rasengan at base is stronger than a chidori at base.

Well, Rasengan would have won if it and Chidori had clashed during the hospital rooftop battle, or so it is strongly hinted though everything before that hinted that Naruto and Sasuke were equals. Sasuke needs a a major powerup that puts him well above Naruto before clashing for a second time for the sake of a tie.

Raikiri is just more concentrated Chidori.Even if sauce was using it in part 2 you won't now it since he still calls it chidori

The powerup is irrelevant since Sasuke didn't use it during the tie you mentioned.

Chidori is more versatile overall. With greater range, variants, is an actual elemental jutsu so it comes in handy vs doton users, etc.

Well, Curse Mark was not used, but just because he didn't use it, doesn't mean it didn't affect him Just like an Uchiha grows powerful with the activation of the Mangekyo.

rasengan is superior to chidori, im sure kakashi went on record saying it.

The technique is all around better(no tunnel vision, no seals, costs less chakra) and unlike chidori rasengan variants are for the most part stronger than the original tech.

a more accurate thing to say is sasuke's chidori= naruto's rasengan especially since he didn't actually master it until late into the war

No, that's not what I mean. You can see the clear change in Sasuke's Chidori from Part 1 and Part 2. No hand seals, no head start, far more ways to use it, far more power.
