Underrating Temari.
Reason why Hidan can tank Kakuzu's wind release is because it's not a severing/cutting jutsu. Temari's wind scythe techniques cut through things. Hidan hasn't been shown to tank slicing properties, not of her caliber anyhow.
Hidan would be diced, especially if this is starting from long range.

If we compared both fuutons on what they did to surrounding trees we see that Temari's cut through trees while Kakuzu's destroyed them however it did not do the same to Hidan's body. We cant compare human bodies to trees. Trees are stumped into the ground and take the full brunt of Temari's attack resulting in them being sliced apart, a human body will be blown back not fully taking the brunt of the attack, being sliced up but not completely.
Hidan is immortal but his body was not destroyed because he did not take the same force of the attack as the trees. Of course attacks like this would severely damage any normal character but not someone like Hidan.
Plus there is the fact that Hidan is not going to stand in one place waiting for the attack as shown against the two tails he was able to be on the defensive.
@Bold that's because Hidan had a strong enough chakra to withstand Kakuzu's attack (also why many characters haven't been literally diced many times in the manga)
You can't compare the two jutsu because they are different in not only execution, but properties. One causes pressurized damage, the other causes slicing damage.
Temari's technique would slice through Hidan. The rest of what you're saying in regards to Hidan not taking damage is because like I already addressed the damage induct is different between the two.
A tree being rooted to the ground =/= a tree not being rooted to the ground. If an attack has enough slicing power to cut through x or y then either way it'll cut through it. Being rooted to something doesn't factor in anything.
As long as the starting distance is over 15 m, Temari beats Tsunade.
Tsunade can't blitz her faster than Temari can swing her fan. Tsunade can't evade a fuuton if she's trying to get close and won't be able to see them because wind is invisible (databook fact). No named Anbu managed to cut the leg of Pain's dog in half with ease which is far thicker than Tsunade's body so a superior wind style user in Temari does the same.
If Tsunade decides to summon Katsuyu, Temari summons Kamatari and finishes Tsunade off.
Punching the ground to kill Temari or catch her off guard can be countered by using fuuton to blow away the incoming debris. Not to mention Tsunade becomes an easy target as she can't dodge a fuuton while attempting to punch the ground at the same time.
